Job Description: The Chief Financial Officer (CFO) is responsible and accountable for an annual operating budget of $2.2 billion in federal, state, and special funds; and for providing strategic leadership to enhance and facilitate the forward movement of social service delivery through a network of 120 local departments of social services. This CFO directs execution of accounting, budgeting, financial systems, and review of financial operations of local departments of social services. This position is instrumental in cultivating and maintaining positive working relationships with federal, state, and local partners for the benefit of the clients served by the Department as well as local departments of social services. Core Responsibilities: * Direct and manage the staff of the Division of Finance, including supervision and development of direct reports. * Coordinate and direct the financial planning, budgeting, procurement, and/or investment activities on behalf of the agency. * Develop internal control policies, guidelines, and procedures for budget administration, cash and credit management, and accounting. * Create enterprise financial management processes that set clear expectations, and effectively market your division as a resource to assist agency leaders. * Use data analysis and other means to understand the agency's emerging needs, and when necessary, negotiate and maneuver budget reallocations to optimize the distribution of funds in order to position the agency to be more nimble. * Maintain current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards. * Direct preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and/or reports required by regulatory agencies. * Engage and support the executive team to manage existing funding and to strategically plan for the future. * Represent VDSS to internal and external audiences in a variety of settings, effectively communicating complex concepts and ideas in an engaging, simple manner. * Lead efforts to develop mutually beneficial external strategic partnerships to build community capacity and support. * Encourage a work culture of continuous learning, information sharing, and professional development.. Minimum Qualifications. Bachelor's degree in Business, Finance, Accounting, or a related degree, and extensive related experience including managing a financial function in a large organization including leading a wide variety of initiatives. * Considerable knowledge of fundamental accounting and financial management operations. * Comprehensive knowledge of business and management principles involved in strategic planning, resource allocation and budgetary/financial planning. * Comprehensive knowledge of the legislative process, budget, finance and federal grant funding for public sector human services and programs at local, state, and federal government levels. * Ability to identify trade-off opportunities, and negotiate effectively and create win-win outcomes. * Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers and stakeholders. * Demonstrated ability to build effective relationships with key stakeholders at the federal, state, and local levels. * Demonstrated ability to represent the agency to government and business officials at the federal, state, and local level, and with clients and the general public.. Preferred Qualifications. Master's degree in Business or Finance. * Working knowledge of multiple financial functions such as accounting, budgeting, financial systems and review of financial operations of local departments of social services. * Experience with the federal financing of social services including such topics as 2 CFR 200, public assistance cost allocation plans (PACAPS), and rules for major federal grants such as Medicaid, TANF, SNAP, Title IV-E Title IV-D, and others. * Highly motivated and inspired by the VDSS mission.. Special Requirements. Selected candidate(s) must successfully pass a fingerprint-based criminal history background check. A record of criminal history does not automatically bar an applicant from consideration. Employment verification to include current/previous supervisor reference checks will also be conducted. The selected candidate must complete a Statement of Personal Economic Interests as a condition of employment (Va. Code SS 2.2-3114). VDSS will record information from each new employee's Form I-9 (Employment Eligibility Verification) into the Federal E-Verify system to confirm identity and work authorization. VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency's emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed..
