Join our team, drive the change, and make a difference! This is a senior level position reporting to the Commissioner of the Virginia Department of Social Services. As part of the senior leadership team, the Senior Director is directly responsible for leading compliance activities throughout the VDSS enterprise. The incumbent will be responsible for managing the operations of the Compliance division to ensure adherence to state and federal legal and regulatory standards, including, but not limited to, federal sub-recipient monitoring, Quality Assurance, Quality Control, Appeals and Fair Hearings, Supplemental Nutrition Assistance Program monitoring and evaluation reviews, cooperation with Office of State Inspector General investigations, FOIA, Ombudsman (Foster Care Program), and oversight of fraud investigation activities. This position serves as a key advisor to the Commissioner and acts for the Commissioner within delegated authorities. The Senior Director of Compliance is responsible for coordination, development and implementation of the organizations compliance programs, specific metrics, scorecards, and dashboards. This position will work with various functions and divisions such as Human Services, Research and Planning, State Programs, and Local Support and Performance to develop a profile of Virginia Social Services System at the state and local levels. Additionally, the Senior Director of Compliance will report findings and recommendations to the Commissioner and Executive Team on the areas where compliance gaps are found based on risk assessment outcomes, and industry and government standards; and will recommend plans of correction and track program progress toward stated plans of correction. Minimum Qualifications 1. Strong belief in the VDSS mission. 2. Significant work experience in audit and/or quality assurance that demonstrates ability to identify, navigate and successfully resolve various compliance, risk management and regulatory issues. 3. Demonstrated ability to focus on the big picture, and dive into the details when necessary. 4. Demonstrated ability to interpret and apply state and federal policies and procedures. 5. Ability to influence and build strategic working relationships with internal and external stakeholders. 6. Ability to lead and drive change in the planning and development of new initiatives, policies, or procedures that result in more effective or efficient operations. 7. Excellent oral presentation and writing skills with the ability to articulate ideas clearly and concisely. 8. Ability to lead, coach, develop, and inspire senior-level direct reports, and develop high-performing teams. 9. Bachelors degree from an accredited college or university in a management field such as public administration, business administration, or health services administration, or in a related human services field such as social work, psychology, mental health, public health, or other related field; or equivalent combination of education and experience that demonstrates the capability to perform the job. Preferred Qualifications 1. MBA or other graduate degree or certifications in a related field. 2. Knowledge of the laws, regulations, and guidelines affecting funding and implementation of social service programs; and of the principles, practices, and procedures used for social service program planning and evaluation. 3. Experience in senior management or executive-level work in human services including social services, healthcare, or hospital or health system administration related to compliance functions in the human services field, preferably in a large government entity. 4. Experience managing quality assurance and sub-recipient monitoring for human service programs.
